State Civil Services Rules, 2015, read with the advertisement and the candidate's declaration, mandates that once a candidate who has declared he meets all eligibility criteria is selected in the main list for a higher-priority post, he cannot be considered for remaining preferences; therefore a candidate who falsely or mistakenly declared eligibility and was placed in the main list cannot later claim appointment to a next preferred post if that would displace others and interfere with the selection process; the High Court orders directing reconsideration were set aside and the writ petition dismissed.
