Ratio Decidendi

The Institute cancelled the results and disqualified the appellants without appropriate consideration of material (answer books, sitting plan) and instead relied on a flawed 'cramming test.' Such decision was arbitrary, without jurisdiction, and resulted from a process that did not comply with principles of fairness and due process. The cancellation and disqualification orders were quashed and the Institute was directed to declare the results forthwith.
