The appeals were dismissed: although the High Court erred in delaying publication of reasons for its operative order, that lapse did not vitiate the judgment in view of the circumstances and interim protections granted by this Court; the PILs were proper given material showing serious irregularities in implementation of the housing scheme; the High Court directed the Divisional Commissioner to take steps to their logical end and did not itself order FIR registration; in any event Lalita Kumari requires registration of FIR where information discloses cognizable offences, so initiation of criminal proceedings was not to be quashed on the grounds advanced.
