Ratio Decidendi

The competent authorities may revise the compensation for surplus land under the Act until such time as the land vests in the State, which occurs only when action under section 8, involving taking over the land after payment of compensation, is completed. Approval of surrender under section 7(3) results in the land being 'deemed to have been surrendered' but not actually vested. Thus, in the absence of action under section 8, revision of compensation is not beyond jurisdiction.
