STATE OF KARNATAKA & ORS. versus G. NAGAPPA & ORS.
The State Government has no power under rule 75 of the Election Rules to cancel the calendar of events published by the Returning Officer once the election process has commenced. The division-wise voters' lists are to correspond with the Electoral Roll in force at the commencement of the election process, and once this process begins, changes to the voters' lists are not permitted. Errors in the Electoral Roll can only be rectified by applying for rectification as prescribed by the Representation of the People Act, 1950, not by interference during the election process.
