A person appointed on an ad hoc basis as a casual worker and subsequently reinstated after termination, but who was not originally subject to the regular selection process and medical examination, is not entitled to the status and service benefits of a regular employee from the date of first appointment. His regularization and benefits are effective from the date he fulfills the requisite conditions, but his temporary service qualifies for pensionary benefits.
