As the work meets all statutory criteria for abolition, the Central Government was directed to act under s.10 within six months. Meanwhile, the Southern Railway administration is free to abolish the contract system and regularise services, and must refrain from employing contract labour pending Government's decision. Payment must be on parity with Western Railway cleaners. Disputes about individual worker status are to be resolved by the Deputy Labour Commissioner, Madras.
