Ratio Decidendi

The Executive is only obliged to implement IPA decisions that fall within the objectives and powers of the IPA Act. Access to state media for general announcements and meetings is allowed, but not for extra-parliamentary debate on Bills or government policy, as this would infringe on parliamentary privilege. The Disaster Management Authority must comply strictly with its enabling Act and not involve MPs in operational matters unless formally coopted. Requests for information about the Office of the First Lady and the Lesotho Fund for Community Development were either not sufficiently motivated or had been answered, so no order was made.
