The IEC failed to comply with section 67(2) of the Constitution by creating twenty constituencies whose voter populations exceeded or fell short of the population quota by more than ten percent. The Delimitation Order is unconstitutional and void to the extent of these non-compliant constituencies. The IEC is not bound to limit constituency boundaries within administrative district boundaries. The review process was not invalidated by the delay due to the absence of Commissioners, and the issuance of the Delimitation Order after the review period did not render it void, provided the review itself was conducted within the prescribed period.
