The supremacy of systematic land registration over sporadic registration, if the area is gazetted as systematic, means the respondent's lease would have preference. Both parties' Form C documents were invalid for lack of registration. The double allocation by the Land Administration Authority was unlawful and must be resolved by establishing the applicable registration system at the time of application.
