Collexia established urgency and a direct, current interest in the implementation of the administrative decision to liquidate Trustco Bank, limited to its need to transition its payment system to a new sponsoring bank. The requirements for interim relief were met as the balance of convenience favoured Collexia and no alternative remedy was available. However, Collexia's locus standi did not extend to seeking review of the administrative decision itself. The interim stay was limited to allow Collexia to transition its payment system.
