The statutory requirement to 'describe' an alcohol area under s 113(2) is satisfied by delineating the perimeter of the proposed area on a plan of the premises; the plan need not show the internal configuration or arrangement of displays within that alcohol area; a single-area condition does not, of itself, prohibit rearrangement of shelving or displays within the described area so long as the perimeter/location remains compliant with s 113(5) and s 114(1); s 117 may be used to impose case-specific, reasonable conditions (including prohibiting aisle-end displays) provided they do not have the effect of altering the described single-area condition.
