The Court held that, following the enactment of Law Nº 59/2023 amending Article 60 of Law Nº 68/2018, prior jurisprudence allowing for greater sentence reduction is no longer applicable. The statutory minimum sentence for drug trafficking cannot be reduced below 15 years imprisonment and a fine of five million Rwandan francs, regardless of mitigating factors. The appellant's sentence, already at the minimum, cannot be further reduced.
