Issuance of insurance on credit in breach of regulatory requirements attracts administrative sanctions but does not invalidate a contract lawfully concluded between insurer and insured. Vignettes are not proof of payment but proof of insurance. TRANSCORP is liable for the unpaid premium as evidenced by the signed Statement of Unpaid Premiums. Interest is due at the deposit rate set by the National Bank of Rwanda, not the higher contractual rate claimed.
