Section 5(1) of the Elections Act is not unconstitutional in requiring residency in a district for voter registration. Section 5(1)(b) is unconstitutional to the extent it disqualifies citizens detained at the pleasure of the President. Section 5(1)(c) disqualifying prisoners is not unconstitutional. Section 6(b) is unconstitutional and void only to the extent it disqualifies persons detained under any written law from voting. There is a legal residency criterion for registration and voting under the current law.
