The procedural objections raised by the Respondents were either cured or did not cause injustice. The refusal of leave by the Supreme Court was improper. On the merits, the procurement process was procedurally unfair as both technically qualified bidders should have been invited to submit revised financial bids for the Providence project. However, restarting the entire procurement process was unnecessary; the process should continue from the point of error, ensuring both qualified bidders are treated fairly.
