Ratio Decidendi

The Rules do not require notice to be sent to a specific official, and the City's failure to respond timeously or use the correct email address does not create liability for the Sheriff. The City had sufficient time to set a reserve price or approach the magistrate to alter the conditions of sale but failed to do so. The application for substantive and declaratory relief was dismissed as the dispute had become academic and no live controversy remained.
