Ratio Decidendi

The court found that the Ratlou Local Municipality had validly adopted Rule 10, which governs the service of meeting notices. Rule 10 permits service via WhatsApp, provided it is adopted by council. The applicant received the notice within the stipulated period and was able to prepare for the meeting. There was no evidence of prejudice suffered by the applicant due to the manner of service. The SALGA Standing Rules and Orders do not apply where the municipality has its own adopted rules. Accordingly, the application was dismissed as the applicant failed to establish any procedural irregularity or prejudice.
