The arbitrator's reasoning was flawed, particularly in finding procedural unfairness where it was not placed in dispute and in disregarding the reliability of the drug test. The arbitrator's award was unreasonable and constituted a gross irregularity. The evidence established that the employee committed the misconduct and that his dismissal was both substantively and procedurally fair. The award was reviewed and set aside, and substituted with a finding that the dismissal was fair.
