Ratio Decidendi

The Respondents failed to set out exceptional circumstances or provide reasons in an affidavit to justify such a directive. Without a prior court directive, the Respondents were not procedurally entitled to enforce compliance with their notice under Rule 35(12) and (14) via Rule 30A(2). The applications were therefore dismissed.
