The court held that the Firearms Control Act does not contemplate a two-tiered procedure for cancellation of a dealer's licence. The statutory scheme requires only that the Registrar give written notice of alleged contraventions and afford the licence holder 30 days to submit written representations. The audi alteram partem principle is satisfied by this process, and there is no requirement for a prior hearing or trial-like procedure before the notice is issued. The applicant's interpretation was inconsistent with the wording and structure of the Act. The application was dismissed, but the court extended the time for submission of representations in fairness to the applicant.
