The application for condonation was not accompanied by a request for extension under section 9 of PAJA, nor did the applicant demonstrate that it would be in the interests of justice to grant such an extension. The delay was manifestly unreasonable, and the applicant did not show what prejudice it would suffer if condonation was refused.
