The ultra vires ground advanced by the appellant is, in substance, a judicial review of administrative action and must be pursued under PAJA, not as an appeal under section 91(5). On the merits, the tribunal correctly dismissed the objection as the appellant failed to provide current medical evidence of PTSD or permanent disability, and the objection as argued was not supported by the grounds stated in the notice or the documentary evidence submitted....
