The respondents' parents lost ownership in 1993 through a sale in execution, and the property has changed hands several times since. The respondents have never held title and have not taken steps to challenge the transfers. Allegations of fraud are unsubstantiated. The requirements of PIE have been complied with, and as the property was sold in execution, the additional factors in section 4(7) do not apply.
