The Minister failed to prove the alleged illegality of Fumile's appointment, having withdrawn the review proceedings and not leading evidence on the issue. The enrichment claim was not substantiated and was abandoned during trial. Fumile, while able to show that some accounting services were performed, failed to prove the financial value of those services due to uncorroborated and unreliable timesheets. The methodology for verifying timesheets was inconsistent and lacked proper confirmation. Both the Minister's claim and Fumile's counterclaim were therefore dismissed. The court found it equitable that each party should bear its own costs, given the failure of both claims.
