The explanation did not cover the entire period of delay, was unreasonable, and demonstrated a lack of diligence. The delay was inordinate and prejudicial to the respondents, many of whom were rendered homeless. Furthermore, the appeal had no prospects of success, as it was based on an ex parte order against unidentified persons, which was unenforceable and did not justify the demolition of the respondents' homes without proper eviction proceedings under the PIE Act.
