The application for review was brought more than three years after the decision to purchase Inala Farm for the Matsamo CPA, far outside the 180-day period prescribed by PAJA. No application for condonation was made, and no satisfactory explanation for the delay was provided. The applicants were beneficiaries of a trust holding shares in Inala Farm but lost any interest after the farm was liquidated and sold; they did not lodge a restitution claim or object to the Matsamo CPA claim when notified.
