The arbitrator's reasoning was disconnected from the issues and imposed liability on both parties without legal basis, particularly as there was no obligation on the employee to follow up with the employer. The arbitrator's award was unreasonable and constituted a reviewable irregularity under section 145(2)(a)(ii) of the LRA.
