A reasonable public hearing took place, the public’s views were considered, and the Legislature was entitled to change its mind after learning that the NCOP could not amend the Bill. The Legislature’s final decision to support the Bill was rationally related to the legitimate aims of abolishing cross-boundary municipalities and promoting viable municipalities with sustainable service delivery. Accordingly, the challenge failed.
