The Second Respondent's decision to admit the Sixth and Seventh Respondents' claims was set aside because she failed to apply her mind, acted with undue haste, and did not allow proper interrogation of the claims as required by the Insolvency Act. The process was arbitrary, irrational, and did not comply with the requirements of lawful and reasonable administrative action under the Constitution and PAJA. The Applicant was entitled to bring the review as an aggrieved party.
