The Dubai judgment is recognized and enforceable in Tanzania as it is final, conclusive, for a specific sum, on the merits, not obtained by fraud, not contrary to public policy, and the Dubai court had jurisdiction per the parties' contract. Service was properly effected via email in both Arabic and English, and the Defendant had notice and opportunity to be heard but failed to participate, thus waiving the right. The Plaintiff is entitled to enforce the judgment as a simple contract debt in Tanzania.
