The respondent breached the tenancy agreement by making structural alterations to the premises, not mere finishing touches. The Housing Appeals Tribunal erred in reducing the standard rent and fixing its effective date. The proper standard rent is that fixed by the Regional Housing Tribunal based on the valuation report, effective from 1st October 1999. The respondent is ordered to vacate the premises and pay arrears of rent.
