The trial magistrate exercised jurisdiction not vested in law by entertaining and adjudicating a matter whose subject estate value exceeded the statutory pecuniary limit of UGX 20,000,000 for a magistrate grade one. The known assets included a bank account with UGX 40,000,000 and a prospect of UGX 200,000,000, clearly outside the magistrate's jurisdiction. As jurisdiction is strictly statutory, the orders appointing the respondent as guardian and granting her access to the estate are nullities. The High Court, exercising its revisionary powers under Section 83 of the Civil Procedure Act, set aside the magistrate's orders, restoring the status quo ante and awarding costs to the applicant....
