The Plaintiff entered into a contract with UEB to construct a power line, with the understanding that construction costs would be refunded through rebates on monthly electricity bills. The Plaintiff completed the project, handed over the assets, and opened a consumer account, but was never compensated. Statutory Instrument No. 28 of 2002 transferred UEB's assets and liabilities, including consumer deposits and the rebate scheme, to UEDCL. The evidence established that the Plaintiff's claim falls within consumer deposits, a liability inherited by UEDCL.
