The application for review is incompetent as regards decisions made by the Magistrate's Court, which must be reviewed in the Chief Magistrate's Court, not the High Court. For High Court decisions, the applicant failed to specify any statutory ground for review, such as error apparent on the record or discovery of new evidence. The applicant did not provide sufficient cause for his absence when his appeal was dismissed for want of prosecution, and the proper remedy would have been to apply for readmission of the appeal, not review. The High Court is functus officio regarding Civil Appeal No. 061 of 2009, as judgment was delivered on merits. The application does not raise any valid grounds...
