The applicant failed to adduce any evidence to rebut this presumption, such as showing the stamp or signature was not genuine. Furthermore, the affidavit of Ruth Kijjambu, relied upon by the applicant, was found to be incompetent as she was not the Town Clerk at the material time and could not have personal knowledge of the facts.
