By operation of the Public Lands Act, 1969 and Land Reform Decree, 1975, the land became public and available for lease. The plaintiff lawfully acquired a lease and later a certificate of title, with the Sajjabi family's knowledge and acquiescence. The defendant's claim was barred by limitation and laches, and he failed to prove any fraud in the acquisition of the title.
