Ratio Decidendi

The Kabale Chief Magistrates' Court lacked jurisdiction to enforce the arbitral award, as such jurisdiction is exclusively vested in the High Court under the Arbitration and Conciliation Act. The Magistrate Grade I exercised a jurisdiction not vested in him by law, rendering all proceedings and subsequent execution a nullity. The application for revision was properly brought before the High Court, and the impugned proceedings and execution orders are quashed. Costs are awarded to the applicants against the first and second respondents.
