The Respondent's promise to provide four options and communicate details and benefits created a legitimate expectation, which was violated when the Claimants were redesignated without consultation or agreement. The Human Resource Manual of 2009 could not override existing contracts without employee consent, and the redesignation went beyond permissible transfer of location, amounting to a change in the nature of employment.
