The lack of legal representation and the pending review application further compound the risk. The Court, satisfied that it has prima facie jurisdiction, invoked its powers under Article 27(2) of the Protocol to order provisional measures to preserve the Applicant's rights and the status quo ante until the merits of the case are decided.
