Ratio Decidendi

The court found that judicial review was available in principle because the respondent is a public body and the dispute involved public law principles. However, the applicant failed to prove she held the rank of manager at the time of termination, as no appointment or promotion letter was produced. The evidence showed she was a supervisor, and thus the Management Disciplinary Committee had jurisdiction over her disciplinary case. Without proof of managerial status, the applicant's claim of illegality and lack of jurisdiction failed, and the application did not raise sufficient grounds for judicial review. Consequently, the applicant was not entitled to the reliefs sought.
