The purported acknowledgment of payment to Counsel Tumusiime B. Justus was not credible, and there was no supporting affidavit from the said counsel or his firm. The court concluded that the applicants were being dishonest and using the alleged new evidence as an afterthought to justify their dilatory conduct.
