Despite formal demands and the statutory obligation of the Permanent Secretary, Ministry of Finance and Economic Development to pay government debts, no payment has been made for over 22 months. The court finds no justification for the delay and holds that mandamus is the appropriate remedy, as no effective alternative exists. The writ is issued to compel the 2nd respondent to pay all sums due within 14 days of receipt of the order.
