The court held that the Deputy Registrar did not have jurisdiction to entertain and determine High Court Misc. Application No. 57 of 2020, as the application for leave to appeal is a substantive matter reserved for a Judge under the Civil Procedure Rules and Practice Directions. The Registrar's powers are limited to auxiliary and interlocutory matters expressly provided for by law. Since the application was not interlocutory but sought substantive relief, only a Judge could grant such leave. Any decision made by a court or officer without jurisdiction is a nullity. Consequently, the decision of the Deputy Registrar was set aside, and the matter was ordered to be heard before a Judge.
