The High Court of Uganda possesses unlimited original jurisdiction in all matters, including employment disputes, unless expressly excluded by statute. Section 93(6) of the Employment Act specifically excludes the Labour Officer from handling tortious claims arising out of employment relationships, such as duress and coercion alleged by the applicants. The Industrial Court is a subordinate court with appellate jurisdiction over referrals from the Labour Officer, but this does not oust the High Court's original jurisdiction.
