The Court held that it lacked jurisdiction to entertain the consolidated applications for extension of time to appeal, as the impugned decision of the Principal Judge was made by a single judge under Rule 60(2) of the EACJ Rules of Procedure and not by the full bench of the First Instance Division. Rule 69(3) requires that any party dissatisfied with a decision of a single judge must seek review before the full bench of the First Instance Division, not appeal directly to the Appellate Division.
