The Respondent State justified its delay in filing submissions by referencing the need for consultations with Government Stakeholders. The Court determined that, in the interests of proper administration of justice and ensuring that all parties have an opportunity to be heard, it was appropriate to reopen the proceedings and admit the Respondent's submissions. The Court thus ordered that the proceedings in Application 003/2015 be reopened, the Respondent's response deemed properly filed, and the Applicants granted thirty days to reply.
