The PPDA Tribunal did not err in considering the extent of customisation of the Standard Bidding Document as a material issue, even though it was not expressly raised by the parties, because merits review tribunals are empowered to stand in the shoes of the original decision-maker and address all relevant material before them. Regulation 48 restricts customisation to minor cosmetic changes and does not permit substantive deviations without written authorisation under Regulations 5 and 61. The procurement entity's use of a document designed for vehicle parking areas for market management constituted an unauthorised deviation, rendering the bidding process void ab initio.
