The Applicant's redeployment to the Department of Development Studies was based on his qualifications and was not a demotion, as all newly created departments were of equal status. The Appointments Board accorded the Applicant a fair hearing, and the Vice Chancellor's actions were within the law and procedurally proper. There was no evidence of illegality, irrationality, or procedural impropriety in the Respondent's actions. Consequently, the application for judicial review lacked merit and was dismissed.
