The applicant failed to demonstrate sufficient reason for the delay in instituting the appeal as required by Rule 4 of the Court of Appeal Rules. Ignorance of legal procedure and reliance on alleged promises by the tribunal registrar do not constitute sufficient reason. The applicant's conduct, including delayed instruction of advocates and lack of diligence, contributed to the delay.
